If you manage or own a commercial building in Minnesota, backflow testing is probably on your compliance checklist. But for a lot of property managers and building owners, the details are fuzzy. What does a backflow preventer actually do? Why does it need to be tested if it’s already installed? And what happens if you skip it?

What Is Backflow?
Your building’s plumbing system uses water pressure to push clean water in one direction — from the municipal supply into your building. Backflow is what happens when that pressure fails or reverses, and water flows the wrong way through your water lines.
When that happens, used water, chemicals, or other contaminants can get pulled back into the clean water supply. In a commercial building, that could mean water from a boiler system, an irrigation line, a chemical mixing station, or a fire suppression system mixing with the drinking water supply.
The consequences range from unpleasant to a genuine public health concern, depending on what’s connected to your system.
What Is a Backflow Preventer?
A backflow preventer is a mechanical device installed on your plumbing system that stops water from flowing in reverse. It works by using internal check valves that allow water to move in only one direction. When pressure drops or reverses, those valves close.
There are several types of backflow prevention devices. These are the most common in commercial buildings:
Reduced Pressure Zone (RPZ) assemblies. These are the most protective type and are required in higher-risk applications. An RPZ assembly includes two check valves and a relief valve that vents to the atmosphere if both check valves fail. In Minnesota, these are commonly required where there is a direct connection between the potable water supply and a potential contaminant source.
Double check valve assemblies. These use two independently operating check valves and are used in lower-hazard applications such as irrigation systems and fire lines with no chemical additives.
Pressure vacuum breakers. These are typically used for irrigation systems and prevent backsiphonage but do not protect against backpressure.
The type required for your building depends on the hazard level of what is connected to your water supply line.
What Is Backflow Testing?
Backflow testing is an annual inspection of the backflow prevention device to confirm it is working correctly. Even a properly installed backflow preventer can fail over time. The internal check valves wear, seals degrade, and debris can lodge in the mechanism and hold a valve open.
A certified backflow tester connects test gauges to the assembly and runs the device through a pressure differential test. The test verifies that each check valve closes properly and holds at the required pressure. For RPZ assemblies, it also confirms the relief valve functions correctly.
If the device fails the test, it needs to be repaired or replaced before it can be put back into service.
The whole process takes 30 to 60 minutes on most assemblies, assuming no repairs are needed.
Is Backflow Testing Required in Minnesota?
Yes. Minnesota requires annual backflow preventer testing for commercial properties as part of the state’s cross-connection control program. The Minnesota Department of Health oversees this program, and local water utilities enforce it at the city level.
Most Twin Cities municipalities send annual notices to property owners with registered backflow prevention devices. The testing must be completed by a certified backflow tester, and results need to be reported back to the water utility on a standard test report form.
Failure to test is not just a code violation. If contamination occurs and your device was untested or out of compliance, it creates significant liability exposure for the building owner or manager.
How Often Does Commercial Backflow Testing Need to Happen?
For most commercial applications in Minnesota, the requirement is once per year. Some higher-risk installations, such as those connected to chemical systems or healthcare facilities, may be tested more frequently depending on local requirements.
A few situations that typically require immediate testing outside the annual schedule:
- After any repair or replacement of the backflow preventer
- After the device has been shut off and reactivated
- After a known or suspected backflow incident
- When a new device is installed

Signs Your Backflow Preventer May Need Attention
Annual testing catches most problems before they become failures, but a few things are worth paying attention to in between scheduled visits:
The relief valve is discharging water. On an RPZ assembly, the relief valve should only open during testing. If it is dripping or running water between tests, one of the check valves may have failed.
Water pressure has dropped noticeably. A sudden or gradual drop in water pressure throughout the building can sometimes point to a backflow device that is no longer operating correctly.
You received a non-compliance notice from your water utility. This means a test report was not submitted on time. Get it scheduled immediately.
The device is more than 10 years old with no repair history. Internal components wear over time. Older devices that have never been rebuilt are more likely to fail a test.
